Is U.S. sugar company trying to sell to Florida state an overpriced 187,000 acres land?

Florida Governor Charlie Crist is in favor of restoring the Florida Everglades and stopping back-washing from the U.S. Sugar company dangerous materials like phosphorous and other chemicals.
Before the credit crunch Florida State offered an $1.3 billion to buy 187,000 acres from the sugar company in order to start the restoration process. Right now an independent appraisal from Duff & Phelps who is the financial advisor for Florida State (a New York company) reveled that the 187,000 acres are worth only 900 million rather than $1.3 billion.
So are we for an overpayment? and why?
